For most Androids, go to Settings, then Tethering & Portable Hotspot. Click on the Personal Hotspot app and your phone will become discoverable to other devices. From there, you will see a screen that includes other settings, such as AirDrop and Personal Hotspot.

Under Data limit, click the Set limit button and choose the Limit type. Touch and hold the block of the four icons that include Airplane mode, WiFi, and Bluetooth until the larger menu appears. Select the network you want to set a data limit for. After learning this, I opted to add the 4G tethering to my plan. Go to Settings> Network & Internet > Data usage.
